The Goal of the Migrant Education Program

Is to ensure that migratory children of Rio Grande City Grulla Independent School District have access to high-quality, comprehensive instructional and support services that enable them to meet the same challenging state performance standards that all children are expected to meet.

Our goal is to assure those migrant children and their families receive the support and services they need during the regular school year and summer program.
Identification and Recruitment Migrant children and youth are identified and recruited for the Migrant Education Program (MEP) through an interview process conducted by our district recruiters. Because of the highly mobile nature of migratory work in agriculture, it is required that identification and recruitment be conducted beyond the campus and throughout the school district community.

Migrant Eligibility

To be identified as a migrant student, a child or a child’s parent, spouse, or guardian,

  • Must be a migratory agriculture worker, or a migratory fisher; and

  • Must have moved within the preceding 36 months from one school district to another, or, in a state that is comprised of a single school district, must have moved from one school administrative area to another within such  district, in order to obtain, or accompany such parent, spouse, or guardian in order  to obtain temporary or seasonal employment in agriculture or fishing work that serves as a principal means of livelihood for the worker and his or her family.

Title I, Part C

The purpose of the Migrant Education Program is to design and support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle. These efforts are aimed at helping migrant students succeed in school and successfully transition to postsecondary education or employment. 

About Us

The Migrant Education Program is a national program that provides educational and support services to eligible migrants each year. These services help children of migrant workers overcome the disadvantages they face: Inadequate living space, low incomes, interruption to their education, etc. The Texas MEP staff provides the coordination of these resources, which include the following:

  • Identification and Recruitment of Migratory Children in Texas

  • Collection and Exchange of Data through the use of the New Generation System (TXNGS)

  • Database and Collaboration with other States Involved in the TXNGS Consortia;

  • Migrant Parent Advisory Council (MPAC)

  • Project SMART “Making Mathematics Meaningful” Summer Migrant Program; and

  • Texas Migrant Interstate Program (TMIP)
